I am creating this thread to support US Marine, he was victim of scamming in two recent cases. I think it would be good to discuss about sharpening the rules.

I think the Black Market rules should be updated. Maybe something that would stop 'Investment' threads.. and stuff like that. Anything that will allow people to gain large amount of gold or IRL cash.

Rule proposal:
Trades have to be done within 24 hours. The time starts when one of the participants transfers wealth(real or virtual) and ends when the other participant sends his wealth(real or virtual).

Why?
This hopefully prevents issues taking a long time. No more 'I will have your money tomorrow' or 'I only got 200mil now, will pay you the other half next week'. Will also stops loans. Having to wait till the other person gets his paycheck is of course no way of doing business. You can't go to a shop and pay next week, this forum shouldn't be an exception.

Not really an exception. But questing/skilling may take a longer time, this is however no wealth, and thus the proposed rule doesn't apply.

Support although scammers will always find their ways..It's funny how the black market rules are posted by a person who scammed for like 600 or 700 USD.

I'll just throw it out there, I don't really see how this would help, potential scammers will just ask around on skype n stuff. I don't think it would really prevent anything…
And honestly I've been loaned RS mems by yoho before and I took a week to pay…

Investment thread just shouldn't be allowed as they are all scams anyway, rule #1 black market: USE COMMON SENSE. Guess some people didn't do that.
24 hour rule isn't really necessary.

What did charmz do? I remember he tried to get me to bid on his computer on ebay over MSN. Twice, two years apart. Knew it was a scam the second time.

Charmz was in IRC but the way he explained his story, I piece it together like this:
1) weequ sold him GP, and charmz paid paypal money for it.
2) charmz went full retard, and used that GP he bought to buy $1k worth of (fake) amazon gift cards off sythe.
3) of course, these amazon cards didn't work.
4) ???? (I have no idea what happened here)
5) Paypal was shut down, and Paypal charged back all of his most recent payments (I'd assume this is BS based on charmz' attitude, and he did chargeback manually)

His story falls apart at at #4 - there's nothing that explains why his Paypal was closed, and why Paypal charged back ALL of his most recent payments. He said something about kingarabian charging back a payment, but that wouldn't explain why all of his most recent ones were.

In either case, he refuses to affirm that the guilt is upon him for being an idiot (terrible reasoning and decision skills), and he refuses to pay back even part of the money, such as working overtime at a job - "weequ has like 50B. he will be fine". It's a shame what money does.
