Back when 07 voting was happening, people were constantly talking about $2 membership through recruit a friend. I recently recruited a new toon for myself to bot on and was hoping for the $2 membership to appear but it has not…
Any idea if the $2 membership happens on a rare event/occasion or is it offered to all recruit a friend accounts?

I dont think so. I think it may only have effect in Eoc, and not RS07.

It's not through recruit a friend, it's for new accounts. New accounts being fresh lvl 3 newbs, or in eoc lvl 4.
The reason you can't do it through recruit a friend, because I guess jagex didn't want people to get the unfair advantage in game for only 2 bux. (like 10% increase in exp or something)

I believe the $2 Trial Memberships no longer exist:
Before the update on 4 March 2013, Jagex offered a free membership trial to new players who have created a new account in 2012.

That's a real shame. Good to know though, thank you.
