WBot is down due to DDoS attacks, so the website and the scripts in their repository are down, but I believe if you have scripts downloaded onto your computer they will work just fine.
Simba requires no need to connect to any website to work. You just need to be able to connect to Runescape in order to use simba and it's scripts.
