The elven town lleyta is the quickest place to pick flax as the flax is actually right out side of the bank (minimal walking) there is also a spinning wheel withing very close proximity of the bank, which in turn would maximize profits plus be away from the normal botters in seers.

Just a suggestion!

Don't you need to finish a quest to get there?
