Odd glitch anyone else see? (nothing major just a graphical thing)

Everytime I pass that shortcut from edgville to the G.E, I see this guy for about 1-2 seconds sort of moving a bit. It's not a frozen pic but that character moves a bit and it dissapears.

It looks like a Majaarat (or however u spell it)
Can anyone else tell who this is? And do others see this ever?
Im on SMART window.

EDIT: Its not someone doing the emote… no ones there after 1-2 seconds
This happened almost everytime I pass it, but it doesnt happen in a row. Like if i go back and try again it wont be there. But lets say after 1hour i go back to try again and its there again.

Where else is he? Ive only seen that one place, althoguh I have to say I havent really been moving around much other than fishing.

Around the GE is typically where I saw him.

Jagex also released a mini quest also for it.

Ah hidden update. Interesting. Thanks for clearing that up. Im tempted to do it. Gatta finish that one quest first.

Meh, its only worth it if your into the God/Mahjarrat lore. The upgraded Balmug isn't much use unless you melee dagganoths. You do get a 30k lamp though.

Yeah its the lamp I want. Any slayer exp, is good exp. Im close to 99 xD
