I know before, say a Item had a buy limit of 5 items, if you sold that item right after the buy limit was gone.
Is this still the case?

The wording got me confused

If I bought 20k rocktails (the max every 4 hours), I would have to wait 4 more hours to sell them, or I can simply cook them asap, and sell the ones I cooked back on the ge, particularly those I cooked before 4 hours ran out

I believe this is still the case.
Mat is saying that of you were to buy 25k fire runes and then sell them back to the ge, you can buy more fire runes right away.

no if you sell the item back you still have to wait it out :/

You can sell as many as you want, but only able to buy the limit amount of item per 4 hours.
A while ago, the buy limit can be reset by selling the stuff you have buy back to GE.
ex, "buying 10000 tuna for 100gp each and then selling them all out for 110gp"
will allow you to buy another 10000 tuna from GE.

So they have prevented flipping to a point.
