I remember wiki had a page dedicated to the rarity of skill capes but I cant really find it anymore. It used to track to total number of 99 capes … I know Agility was a pretty rare cape and so was RC before Runespan … would be interesting to see how all the new updates have dramatically increased the frequency of 99's.
