I am wondering how to implement a runescape login with Java, runescape has a form for the user name and password but I don't know how I can find the form, enter the username and password programmatically, I looked in the runescape html sourcecode to find like the forms ID's and such but I couldn't find any, any help?

All of that is handled inside the client, not by HTML forms. So you would have to get the loader, decrypt inner.pack.gz to get the client, and find out how to fill the forms from there.

This is how it's done in an old client:
chatTextDrawingArea.method389(true, c / 2 - 90, 0xffffff, "Username: " + myUsername + ((loginScreenCursorPos == 0) & (loopCycle % 40 < 20) ? "@yel@|" : ""), j);
j += 15;
chatTextDrawingArea.method389(true, c / 2 - 88, 0xffffff, "Password: " + TextClass.passwordAsterisks(myPassword) + ((loginScreenCursorPos == 1) & (loopCycle % 40 < 20) ? "@yel@|" : ""), j);
j += 15;

Thank you very much for giving me the general idea

One question though where can I find the inner.pack.gz

I wrote a program to download the jar from the RS website and decrypt inner.pack.gz. Just run it and both the loader and client are written to the jars directory.

if you're doing this for runescape 2, don't load the applet and invoke methods manually to log in.. that's very detectable. you're going to have to use your mouse. if for rsc, no restrictions since jagex doesn't care.
