I was interested in buying some RSGP and went to transfer money from my bank account to my paypal account. Now I am stuck, they want me to provide proof of identity with a billing statement. I have tried this multiple time with a college bill, my FAFSA information, ect. But they specifically state they want a utility bill, which I do not have one because I live with my parents while attending college. All of the documents ect that I have been giving them have been getting rejected immediately and I was wondering if anyone else has had this issue and how they had gotten around it.
Any thoughts on how to resolve this issue? My Paypal is essentially worthless until its fixed and my bank does not allow me to use Moneybookers (only thing I have unlocked within PA because I have verified my identity but VISA and Paypal are both still locked for me.
Get you mum to write your name on one of her utility bills then sign and print her own name I done this to setup my bank account when I was 16 worth a try.
All I had todo was give my card details let them take a random small amount out to verify my account they said I would have to wait for my bank statement to get a code to activate my account but if you have access to online banking you can be setup in a matter of minutes.

Nah, my stuff is verified but according to this
From: Paypal
What is the problem?
Dec 20, 2012: As of April, 2012, new Federal Regulations require Money Service Businesses, such as PayPal, to verify the identity of a customer before we can provide various services or product offerings. As a result, PayPal must ensure we have collected and verified important data such as customer name, address, date of birth, and national tax ID or social security number. Because we were not able to fully confirm your identity based on your current account information, we need to request additional supporting documentation from you.
You will continue to have full access to your PayPal account, but until we are able to confirm your identity, we may be unable to process certain types of customer initiated requests such as adding funds to your PayPal account.
I have to confirm my identity, which I guess I could try to do what you said and hopefully they say yes.

I've had problems like that.
Tho, it was them asking for my License and my SS card every month or so.
I kept sending them the *same* photo-scans, for about 4 months.
At the 5th month when they locked my account, I sent them a email about it.
I threatened to take my business elsewhere because of this.
They immediately unlocked my account and I haven't had the problem since.
I've a similar problem when i upgrade my account to business (just to test what features it has), then they restrict my account asking for 'proof of tax exemption', 'organisation info' etc. So i emailed them (via the Contact Us) stating that i'm a student and is unable to provide these information, and after a few more emails, they removed the restriction (took about 1-2 weeks). You can try email them too or maybe call them for a faster response.

I sent them in an email, will be calling them in a few days if need be. Thanks for the info, and I certainly hope that I don't have to go through this crap every time I want to use my paypal account because I will quickly be finding an alternative if that's the case.

I ended up just reuploading my college bill to them multiple times until they accepted it.
All fixed up, SSC and college bill (after about 50 uploads) got me fixed
