RSBawt has one, RSBuddy had one that rocked, I don't code but it is possible I made one in 2009 on RSBawt back when it was open source :(

I wouldn't make one simply because there's too many items amongst the entirety of RS to make DTM's/Strings/Specific colors/models etc. I think that's why java/OGL would make better use of an effective Bank Organizer.
As stated above, would take a hella time coding. Maybe possible if you use uptext and an array to search for certain words? Like flask, potion ect. That way it would be General enough to stand that long of array listing.
Would take so much time writing this in pascal that you might as well just organise your bank instead.

Organizing your bank doesn't take long - i have a great set up for mine and it takes about 15 minutes to do it and drop all the junk that's worthless.
If you're super desperate I could potentially help you over teamviewer.

I organised my friends bank for him, took me 2 hours, he had around 400 items in his bank i dropped 300 sold 25-50

One can be made using the uptext method, but it would probably leave large amounts of items unorganized.
