Just found this while I was browsing youtube.
Its software that can create an avatar/3d model of each of our facial expressions and head movements. Thought it was pretty neat :)

From other BTS videos, I think Ive seen jagex using mouse manually to tilt/rotate the chat heads. They should really use this though, and put it on the vid.
