I have noticed for some months a player named Dage thieving chests at Burthorpe (Rogues Den: ty ~Benny). Now when I say Dage, I mean in fact Dagexxxxx, for there is one Dage on every world of RS. There is Dage10001, Dage10002, Dage30009, til Dage50011 (Highest I spotted). I didnt take much notice until earlier today once again I was looking for a good spot to thieve, and to my astonishment Dage is still there.

All with Thieving Capes. On all worlds. What a laugh.

Moreover: Legits thieving chests like me (hmmm?) have already discovered this long ago, reported all Dagexxxxx's, but still Jagex fails to acknowledge and ban.

A JMod said in one of the botwatch FAQ that player reports are now only used to determine 'bot hotspots', i.e. an alert on which location is severely infested. In other words, bot reports are no longer looked at individually, and if you are the only one reporting him, it's probably considered low priority to Jagex.

And that would also mean that botting at less popular places would be relatively safe when they finally start 'expanding their botwatch zones'. Well, that's what they claimed anyway.

Wow that's nuts. This would be the safes in the rouge dens?

He must be running some serious gold farming thing or maybe trying to get them to all 200m xp

They didn't just saw it created a bot hotspot. The livestream stated that the reports MOSTLY create a bot hotspot heatmap, however some reports are taken further.

Maybe reports by player mods/high lvl players/spin buyers/A LOT players reporting one single person. I doubt they are so free to investigate individual reports when there are so many obvious ones roaming freely at populated places (lrc, sorc etc).

There botany bay has just made things a whole lot easier to bot because they removed the randoms and now this new report hotspot thing lol.

Believe it or not, players are now getting 14 day bans. 2-5 max players were caught botting within the last week. 2 of them were stupid enough to post their screenshots on powerbot and another botter posted that on the HLF for the hell of it.
That screenshot was seen by a jmod, and threads were made about it. The next day, 2 maxed players got 14 day bans, proof is on PB if you'd like to see and on the HLF, thread is called Maxed Cape botted.

For the topic about goldfarmers, not much is being done. I was hunting grenwalls legit the other day. In a place with only 2 grenwalls spawns, 3 bots were on it. Grenwalls crashed from 2k to 400 gp in about 3 months. And it's still going down.
Someone sold all their spikes. The farmer had a total of 37 million grenwalls spikes, botted over 9 accounts. Sold them for -10% on ge. That's a total gain of 17 billion coins.
I'm sure I reported those accounts that he had. But guess what? I looked all of them on the HS, all had the same first part of the usernames, r x yyyy, where the ys are numbers.
Those 9 accounts had 85 dung, 99 hunt, melee stats. Ready for any gold farming. Getting annoyed tbh
