Training Craft/Herb can make you a profit if you want slowish xp rates per hour. An easily achievable 99 botting it. Con is the only one that can't make you a profit (At least that I know of) so I'd go with that.

I'd do herblore, it's the most useful at a high level I think.

herb most useful, perhaps getting high enough level for flasks would be good also in crafting, construction, eh, the levels will come eventually. no need to rush it, make it your last 99
