I'll go with number 1.
I once had a skillet with pretty much all 99,s but I got tired of not being able to do those other fun things like killing npc's.

I agree. I would prefer to see a level 3 with an Herb/Pray/Agil cape then a 63 with one of those capes. Are you planning on getting 99 slayer with the lvl3? If you did, that would be quite the accomplishment!

lvl 63 cause lvl 3's are always presumed to have some 99's as they are skillers, but 63 is always considered a noob and never thought it could have any 99.
