Would anyone want to buy legiting services from me?
I could do everything that doesn't have an easy botting alternative, ie. I would train slayer but not woodcutting. I could also do activites to collect whatever you want too(zeals, penguins points, even stardyst from a shooting star if you have a telescope in your house). I'd set prices based on how much time I spent actively doing the task, and how much attention it required.(afk castle wars games would be much cheaper than hunting to give you an idea) I'd ask whether you have a preferred method to train a skill etc, so it's all customizable. You'd have to request a certain amount of XP to get, not levels, so a higher xp/h method would be cheaper(I'd pick the best one for your levels if you didn't specify). I could give you a price range beforehand.
So yeah, would you guys want something like this? I'll make a proper thread if there's demand. Ignore otherwise :P

You get points and fill up the penance horn there right? I haven't played it in a while, and I'm not sure how stable the gain would be because it depends a lot on the team. I could do stealing creation though, because there are non-pvp clans that you can farm XP on.

Level 50 is roughly 100k xp, but I don't know how much it would cost, speed depends a lot on your levels. I wouldn't be able to get all the levels in one run anyway. I'd suggest renting idung runs from people at sythe or something, because idung tends to do floors faster than most people :P

Set lvl 80 as target to see how much xp you need. For slayer, I'm planning to take an acc for 2 days(weekend if possible) and get as much xp as I can, and charge accordingly based on how much xp/h I averaged. You'd have to provide everything, but you'd keep all the loot too.

Barraging can be up to 400k xp/h

Even if you had all the skills and quests, I wouldn't really like to do Hard and Elite tasks. Could do easy+medium for any area with all the needed items in inventory, for 2-3 M, but it depends on the area.
