You do that by quickly using strange rocks on the statue in varrok while getting 99 in many skills.

For each 99 you get, the '99 in all skill' will be spammed in the news chat.

Yes but there are 28 messages and 25 skills….

I know that you get one of the messages from buying a Max cape so there's 26/28 and you might get one from the comp cape ? Idk lol

It's a server error (lag etc), getting all skills from 98 to 99 won't generate 'at least 99 in all skills', but rather '99 in summon', '99 in crafting' '99 in slayer' etc then a single '99 in all skills'.

I love seeing messages like that, they been saving for awhile!

Yeah… I think the server just spams it so you realize they levelled up.
BTW what level did they get?

I still dont know how they do that though… Hmm

they all say got at least lvl 99 in all skills, so it couldnt be multiple because only the last one would say at least 99 in all skills
