Alright so I don't really play RS very often but when I do, I play to fight in safe matches with rankings, rewards etc.

There are multiple cups but I generally only fight in the maxed combat with everything enabled one.

Ancients (Magic)
Can switch pretty fast (Self)

I have around 150m spare change I can play with to edit this list up, I can if needed get up to 300m spare change to play with (Need to sell my current merch).

So for those "super pkers" out there, what do you think I should do that would almost guarantee me a win against

Full torva + Ely/chaotic shield + rapier + Steel titan.

I am willing to hybrid, but remember I only have limited spaces as BoB's are banned.

If you are willing to hybrid you might need to practice. I find private servers quite good for practicing due to the unlimited amounts of resources such as the runes and items and having it all unlocked :p

I'm not really that in-tune with the current RS (New weapons, prayers, spells, etc) so I can't really help you.
