they have the ability to respawn any items theyd like/be any level theyd like.

Jacmob was the creator of rs buddy, he went to runefest, developed a client or some sort there. Showed it to jagex, jagex accepted and liked his work, and they offered him a job/position at Jagex hq. He took the offer, and shut down rsbuddy.

You forgot to mention, if he didn't take the offer he would of been in a very big problem. He was infact between a rock and a hard place.

Not really, if Jacmob's vision was to continue making bots for runescape, he wouldn't have gone to Runefest in the first place and he would have released the bot after the 3 day timer they had going at rsbuddy till the client was released. But as such, he wanted something more (frankly I don't blame him, talent like his should not go to waste over a small issue like making bots for a game) so he decided to be involved in something bigger and went for the gold(crown *pun intended*) instead.

you have a higher chance of getting hit by lightning than a jmod coming over to your world and banning you manually, because we all know that is their so called "detection system" as of now till optimus comes out who knows when.
