Go here and follow the instructions under the 'How to install msvcr100.dll' tab - use the zip, not the fixer.
If it does not work, install the Alternative Version and repeat the same steps.

Delete the current MSVCR100.dll and replace it with the Alternative Version.

You can usually find this file at "C:/Program Files/Java/jre7/bin/".
If it's a 64bit Windows it will be here - C:/Program Files (x86)/Java/jre7/bin/
I'd suggest uninstalling jre7 and installing jre6 tho.
And o god… Never download libraries from the web…..

Have you tried:
Open Windows Start menu and select "Run…".
Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
Type regsvr32 msvcr100.dll and press Enter.
You have to restart your computer.. you are doing that right?

Try the .dll here: http://www.dlldump.com/download-dll-files_new.php/dllfiles/M/msvcr100.dll/10.00.20327.1/download.html
Follow same steps as usual:
- Uninstall previous .dll
- Move new .dll to Windows/system32
- Restart computer

Ok this is my final shot at fixing this problem.
First off, go to that folder and make sure the .dll is uninstalled. Make sure there is no 'other version' either. To confirm, try and get your original error which states the .dll could not be found at all.
- Now download this: http://www.dllme.com/dll/files/msvcr100_dll.html
- Move new .dll to Windows/system32
- Restart computer
If that does not work, you'll just have to keep uninstalling and re installing the different versions and restarting your computer until you get it to work :(
