Are you right-clicking and running as administrator? Also make sure you have Java 32 bit installed.

Very odd. Please try re-installing again + Remember to delete Simba folder before installing.

really isnt much we can do if you aint providing us with anymore code than that. The error is probably not in that code snippet.
But yeah re-install!
