What the best computer to run the following programs on
  • Sony Vegas
  • Photoshop
  • After Effects
  • Adobe Flash
  • Adobe Premiere
  • Visual Studios
  • Etc?

I want it to solely be a multimedia/programming computer….I'd prefer a desktop…I'm shooting for 500 dollars max…

Nice list lodyboy, one thing to consider is, if you can get your hands on a case and a DVD burner you could save a few bucks and then maybe go for an i5. You could also consider going AMD:
for the same price as the i3: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103727
A quadcore @ pretty fast speeds

or for a bit more:

A pretty phat quadcore (newer generation I believe)

or for even a bit more (if you really want to bulldoze through video/photo editing):

A sick 8 core processor
