Wait(5200 + random(75)); can u explain it?

Is this a joke? It does exactly what it says. Waits for 5200 milliseconds, with a chance of up to 75 extra milliseconds added onto it.

It simply waits 5200 Milliseconds and a random number between 0 - 74.
One second = 1000 milliseconds, just pointing that out.
So, the max it could wait would be 5.274 seconds.
