I don't know, just been a part of samba/scar since forever.
So you can smoothly move the mouse instread of jumping to a position like movemouse does.
Remember, samba is a programable /scriptable compiler for ANYTHING not just Runescape.
No it's not safe to use on runescape though.

Just write your own if you must use it. It is detectable if you're using it on RuneScape.
