The main reason I wanted to bot was to get an unsigned character into the same world as another character for staking reasons. In the past bot browsers have been unsigned but for some reason it appears this one is not, at least not on default settings. What do I need to do to change it to an unsigned browser?

Unsigned rs is no longer possible. Your best bet is to use two comp/vmware

A virtual machine, commonly called a 'VM' is an application that you can download and install, allowing you to have a 'Mini-computer' on your computer itself. It functions and runs like a normal computer. But the catch is that you need to install an OS on it. There are many free OS alternatives though to bigger brands like Microsoft and Apple.

You can easily access two accounts at the same time. What you do is that you open up two browsers at one and prepare the logins. If you press login on both browsers at about the same time, both of the accounts will go to the lobby. Here you can do the exact same again by clicking login at the same time.

I use it to transfer between my accounts and it always seems to work for me, so you should try it out :)
