looking at the tip.it bestiary for lvl 20's i would assume its either guards, wizards, scorpians or dwarfs

I think you're talking about soulless in the underground pass. Its a good training spot for pures. Soulless are level 18 almost level 20, and i think it fits you're description quite well.
