According to documentation:

Loading a DTM from a string

It is also possible to load a DTM from a zipped string. The details of the algorithm will not be explained here. (Have a look at dtm.pas if you’re interested)

I feel the need to look inside this file ,however it's not placed on GitHub. Where can i get it?

google merlijn wajer + simba+ github. then look around until you find it, it should be there. i havent looked at it myself but i think its to do with base64 encoding.

Most units and used files by simba is found in Units/MMLCore/ That's where you get everything you need to reference.
You'll need this too: https://github.com/MerlijnWajer/Simba/blob/master/Units/MMLCore/dtmutil.pas
