Well if it's from their site, maybe, but I don't think it is. For one it says "ibot."

Oh, and other people have gotten this in an email (look up any part (I googled "Jagex limited vs John Does because I didn't recall the (name) brothers from iBot being anonymous in the case) and you'll find them). It's a phishing email, I'm sure.

May have misread (not read) much of it, but I do know that a number of people are getting these in emails (which is automatically a sign saying it's not Jagex since they don't email about account stuff), some who have posted on the rs forums.
It's definitely not real.

Ignore it. If it's real, which I highly doubt it is, it will go the same way as these copyright infringement cases lawyers are filing.
Why would they say you may have bought botting software, when they have strong evidence. It just doesn't add up.
As I luff yews said it looks like this was written by a 15 year old trying to make a quick buck off the paranoid.
My final say on this is that according to this article, I may have misunderstood as I'm not a lawyer, you have to actually attempt to negotiate with the end party before rule 408 can be used against you.
Just my opinion I may be wrong but I'm pretty sure this email is fake.

This. Jagex repeats this over and over again. They will never, ever send emails to players, but use the message center they have on runescape site.

They want people to change and the reason they have gave people another chance is so they don't get rid of all the're income, plus its the're fault that bots have took over and that everyone wanted to use them.
Now they have so called sorted the problem, they are saying "we've done our part on sorting the problem so don't go finding or making a new bot to use, otherwise we will ban you now.".
It was obvious to me who was botting and surely obvious to Jagex who was botting but they knew they couldn't do anything really as banning one makes people want to make more.
So now if they find a bot they will have no problem in just banning them as bots are the minority now. If they were to of done a mass ban, they wouldn't even have 10k players on lol.

ha, just re-read it and the rule 408 comes under the "If you ignore our offer and instead continue use botting software" part, which basically means you've negotiated and deemed it OK to use botting software on their game.
Looks like they've come a long way since their last exchange with impsoft.
