Your lazarus is too old, or you haven't compiled it completely.

This is pretty far off topic, but 'lazarus' is how you edit/create plugins?

Yes, this is an issue. It's not really your fault. Simba just uses very recent Lazarus versions. At the time it seemed like a good idea because we could take advantage of some neat features they just added. You'll need a more recent lazarus version. Once they release a new Lazarus version, we'll try to stick to it. This should make development a lot easier.
Check out http://www.hu.freepascal.org/lazarus/ for recent lazarus builds. I don't know how stable they are, though.

E: Actually, isn't Lazarus 0.9.30 recent enough? (Stable release, http://sourceforge.net/projects/lazarus/files/)

It is. In the windows version you need to compile a project and Lazarus will auto-compile LCL and stuff. (If you use the Installer)

I'd really like to look more into creating plugins for Simba. From what I've heard, they're very much needed for fast operations and I can imagine quite a few instances in what exactly would need to be instant for certain scripts to overachieve.
