Problem with computer/graphics card?

So one of my friends recently purchased a computer from another one of my friends. It's 2? years old but it's custom built so parts might be newer/older.

Anyways, It's never had any problems in it's life, and my friend who bought the computer has had it for 3 weeks now, but it's acting up.

When gaming the computer crashes for freezes, and now he says that there are dots all over the screen which sometimes 'smear' when scrolling on webpages.

Here is a picture of what it looks like: (Notice the lime green pixels)

His video card is Radeon HD 4870.

Any idea what the hell the problem could be?!

Are you using Tinygrab?

Tell him to do this.
Open ATI control panel and put 0% in full screen scaling.

No. That's a screenshot my friend sent me, and I edited it with paint.

Obvious, you probably already done it, but reinstall videodrivers.
Prefer full reinstall. Always fixes it.

Are you sure that they aren't part of the game? :3

He tried that. And what do you mean by full reinstall?
Like completeley uninstall all drivers, and then install latest, instead of just installing latest on top of older ones?

They (green dots) appear on desktop/programs etc.

Ahh, I usually play in seamless mode, windowed perfectly so only the Task bar shows, hence my confusion + I didn't properly check!

About 3 days ago. He said he didn't do any updates/driver updates etc before it happened either.

Has he checked the temperature at all? Has he cleaned it out? Sometimes dust can cause temperatures to soar.

Hmmm try with a different monitor.

Sometimes pixel related is the monitor it self. I never had this happened to me.

Also, tell him to plug it into the integrated mobo VGA/DVI (if it has one) to see if it does the same thing.
