So I'm looking to get my first 99 (or two)!
I willing to invest up to around 5m and I want to get it as quick as I can!

Fletching, Cooking or Firemaking.

Fletching / Cooking could bring a profit at end levels.

Firemaking like 3M to go from 60 - 99 ?

My main has cooking and it was pretty easy/fast.

If I ever start playing again I'm going to go for fleching (I have 80 atm).

If I was bored enough I could get 99 fm now but its hard to play rs and even harder to play without membership =|

I would have to say 99 cooking is the easiest and fastest with that budget.

I'll probably do Lobbies from 70 onwards, and don't you need to do a quest to do the Rogue den area?

He said fastest, not cheapest. Prayer would be the fastest due to it's lack of requirements for training. You could use 1 set of Frost Dragon bones at level 1 Prayer with a gilded alter and shoot up to level 7 Prayer at 680 exp each. Any other skill has level requirements, Prayer is the exception.

Technically, Summoning has the potential to be the fastest. Since all of the mosquito pouch parts are stackable, you can go 17-99 at once by doing make-all Spirit Mosquito (however, doing so would cost upwards of 1.2b, not counting charms)

As far as the fastest within your budget, Cooking and Firemaking are the obvious ones. Blackjacking in the Thieves' Guild is also a great way to get xp, you can get upwards of 80k xp/h legit, and IIRC 150k xp/h botting.

1 - 99, 4500 shrimps and the rest trout costs about 750k after you sell everything back

No, you would still have to turn the pouches into scrolls, which would also raise your loss a lot, and you can't just not consider the time taken to gather charms. Herblore, prayer, cooking, firemaking, thieving, smithing, and magic can all be very fast 99s. (Protip: see my amulet stringer and rogue's den cooker for magic/cooking (although I think my rogue's den cooker might need an update)).

Also, for all those saying you will be reported cooking at Rogue's Den: I got 60 to 99 cooking there in the time frame of about a week with my script 4 months ago. I'm not banned.

The 1.2b is assuming you don't sell the final products (ie no profit) so I'd say it's still accurate, and charms are usually gained inadvertently while training CB/Slayer–stuff people do anyways.

Circumstantial? You bet.
Inaccurate? No.

Over the course of getting 99 attack and strength, I have not received enough charms for even 88 summoning. It's not even circumstantial at best.

fletching is about in-between
