This is the basics of what to do:
<body>
<title>Website Title</title>
<object data=http://www.google.com width="800" height="600">
<embed src=http://www.google.com width="800" height="600"> </embed>
UH OH!! Web page could not currently be displayed. Please try again later.</object>
</body>

There ya go. Does that give you enough information to play with to get what you want in the end?

EDIT: You can change around what you want for your desired effect… (height, title, alignment… et cetera)
<body>
<title>Your Website Title</title>
<object data=http://www.google.com width="100%" height="768">
<embed src=http://www.google.com width="100%" height="768"> </embed>
UH OH!! Web page could not currently be displayed. Please try again later.</object>
</body>

You want to use an iFrame, or something similar:
<style type="text/css">
#flickr {
width: 100%;
height: 100;
}
</style>

<iframe id="flickr" src="http://flickr.com/" />
Ohhh, I guess it is a php website. I missed that detail.. Although, I don't really like using iFrames. Not too secure, but they are certainly better than they used to be.
