I kind of quit RS/scripting for a while right around when news of Simba was just coming out. Can I use Simba now in the same way I would have used Scar? (Regarding syntax and everything.) I hope there is some sort of transition guide, but I can't seem to find it. Please help.

It is very similar. See
http://wizzup.org/simbadoc/ for some documentation on Simba. And if you generally look around, you'll find most stuff is already using Simba. Including the tutorials, etc. If you're stuck, you can also have a look at any of the active scripts.
Also useful but slightly outdated:

Thanks for the link.
I do feel stuck in the past. Reflection and Smart were already new things for me that I never got around to figuring out. (I had been scripting in plain Scar+Srl.) Now Simba.
Still, I believe new technology is new potential. So yay for that.
