Well Everytime I try to run any script through scar I get this error, also it has only occured since I downloaded 497, I previously had 496.
[php] [Error]: Unknown compiler directives at 22:3[/php]
Anybody know how to fix it?

What if you change {$loadlib libsmart} to {.loadlib libsmart} in Smart.scar?

Yes, there's a bug in both the SRL repository and in the latest Simba, so it is impossible to to properly fix it until the next Simba vesion is released (which shouldn't take long as I've fixed it in the Simba repo).
