Someone explained this to me on MSN before, lost the log though.
They do it though something called "Pin Lines" something about VOIP phones and shit and bla bla, basically they get them illegally, the method is known, but hard to do or something (?) and yeah.

They are all illegitimate pins, but for some reason or another Jagex (normally) can't tell the difference between legit/non-legit so they are most of the time safe to use/buy.

Well one way to get them is to go to A ATT store and use the phones that are on display to order the pins and just copy down the numbers

Aha, that was me.

They get pins generated for them through Pin Lines.

I don't know what an A ATT store is but I'm pretty sure the phones on display are disfunctional :p

ATT is just a phone company in USA. The basic idea is to use the phones to order pins. If the phones work, you're in luck. If not, you have to find another store.
