You need Java and the JDK.
You also need Dev-C++

The makefile is to compile the (Windows)Public_SMART.dll or (Linux)libsmart.so.

Type
make windows
or
make linux

Now you can use the .dll or .so file with scar, simba, or the included test programs that you also need to compile with Dev-C

I edited it…

there is a file "makefile" in the directory of the SMART source.

'make' is not recognized as an internal or external command, operable program or batch file.

I have jdk, java, and dev c++…can you most more detailed information?

Yes

Ok, this means the MinGW bin directory wasn't added to your PATH =)

PATH=%PATH%;C:\PathToMinGW\bin

right before your make should fix it also you need to edit the makefile

WIN_GPP=i586-mingw32msvc-g++

should be

WIN_GPP=g++
