Simba 570 brings a fix to FindDTMRotated, in a slightly different way than one might expect. The previous FindDTMRotated apparently worked differently from SCAR's one. (SCAR has confusing and messed up params)
Ray and I had a little argument about what one to use, so we added both. :p

FindDTMRotatedAlternating (Works like SCARs)
FindDTMRotatedSE (Previous one in Simba)

Note that this not bring all the DTM Features previously discussed. Those will be added soon. (AreaBlockSize and AreaBlockSize are missing)

pDTM is basically a DTM but it uses a single array of points etc, none of the TDTMDefPoint jibberish.

The 0 index is the main point for the comparisons. pDTMs are easier to use/manage as well.
