Well, I started a new character after my main got banned. I'll probably play mostly legit on it, I'm just wondering if there is a good spot to train all of my combat levels from 30 to 40. Just need it to get my Rune armor and start working on quests and stuff.

I personally like to train at chickens/cows/monks, especially chickens as feathers are 13gp each, and to train to 40/40/40 you'll get… a lot of feathers :)
oh and by the way; next time you ask a question I'd clarify whether you are F/P2P (i'm guessing you're F2P though)

Thanks, yeah I'm F2P. Forgot to mention that lol. Anyone got any other places that I can train fast?
minators in stronghold they drop iron arrows which sell for about 10 gp ea and they drop em quite often

Minotaurs, got it. Uhm, anything I need to know? How hard they hit, will I need a lot of food anything like that? As sits right now my combat levels are Attack(30), Strength(31), Defence(30). I haven't died yet and I just bought Adamant armor so I don't really want to buy it all again lol

I used to love earth warriors in edge dungeon which is also f2p ain't it? I can't remember when I first started training there but it's where I got all my stats to 99.

Also a GREAT SPOT is the 'Man House' in edgeville. Tons of men, empty location, so its fast xp.
