Even if I have smart disabled when I click from another window the keyboard wont activate, and I can move the mouse and such but cant type or turn arrow keys…..I can normally only get this to work if clicking back and forth from notepad several times…Sometimes the keyboard even activates when smart is enabled, but thats rare.
How do I fix this utterally annoying keyboard glitch.

I have the same thing and i think there is no possible fix for you atm.

Nope.
It's just something with SMART.

I click enable and disable a few times then click runescape and I can type, that is the best way to get it working imo

Its like that on PURPOSE. You need to enable, disable, enable (I think, I'm just too used to doing it so I forgot) and it will work every time. I talked to Benland about it long ago, he said its purposely that way for some reason.

For some reason after I disable+enable smart, I have to click the screen, then my keyboard "magically" works…

bump for helpful info. I keep trying to answer people's questions but I can't type in SMART (sometimes the keystrokes are recognized 30 seconds later or something though).
