Maybe we should use increase a counter everytime ReturnData is called and decrease it everytime FreeReturnData is called?
Would help to find possible memory leaks, right?

Sure, although I doubt ReturnData will cause memory leaks. ReturnData is often called in side the function, and FreeReturnData is then called when the function is exited.
