Is there some kind of requirement for sending messages to #srl on freenode? I attempted to log on today, but everytime I try to talk I get the message:
Cannot send to channel: #srl
My username is registered and other channels work fine. Anyone know how to fix this?

We are not on freenode anymore we are on Rizon. Check the post about IRC should be updated.

You were on the right server, but somebody (I have no idea who) set a mode that stopped you sending messages.
It's fixed now :)
In the future, if you have any problems at all and can't talk in #srl, feel free to message any of the ops. They're the people with a @ beside their name, although sometimes they don't have it there. You'll learn who the ops are soon enough. For example, if you see in the list of users "@ss23", do "/msg ss23 (message)" - "/msg ss23 help and stuff, I can't talk!" and one of us will be able to help :).

Pretty sure I set that mode a few days ago, to prevent bots from joining and spamming the channel.
