As far as I know, it's an automated process. You'll probably be promoted the next time the server handles the promotions for Junior Members.

i waited like a year to become jr member (I got community member during that time).
But nonetheless
yall get access to jr member section even before you are ranked jr member. The title takes a while to come up.
