Chicken Takes over Africa

I just ran into this plot somewhere and this is it:
[PHP]A small chicken is elected Prime Minister of a East African country. The game is a simulation game of how he takes over the entire continent without revealing he is a chicken.[/PHP]
I decided i would build this game in flash when im done with all my projects becuase it seemed like a awesome idea, but how would i simulate the game? It seems more like a movie?
