Yes, gun ownership correlates to gun usage, but the (vast) majority of people use their guns responsibly, IE, shooting targets or training.
You may have the ability to ban, but there is a stark difference between using it because you have it and using it for the right reasons.

guns were made/invented to kill stuff, so targets is not the right reason to use a gun.
