Well, Japan has 100Mbit for about 10 dollars/month. A lot of Asia has highly developed Internets for very cheap (even free in some parts). Including the fact of all the idiots who run "picture.jpg.exe" that gets spammed on sites, that could easily total 40GB/s.

Nah brah, they actually give 100Mbit fibre for very cheap there, usually about 900¥/month. Due to the population size and demand for it, making it a cheap price makes them a lot more profit.

Do they actually get 100mbit down though? I am guessing it is just offered as such, as sustaining that large of a bandwidth ability would be insanely expensive.

Fibre optics. And like Harry said, since the population is very dense it is cheaper to maintain thus cheaper to supply.
