A group of hackers put together a program to vote incredibly fast and often. I thought Time would remove Moot from the list.

It wasn't just moot, everyone in the top ten aren't there legitimately. Why do you think it spells mARBLECAKE in acrostics? Even after they put in a CAPTCHA they still found a loop hole in their favour.

Most of the people on that site are completely harmless. But there are a few who actually know what they're doing and have no morals.

You know what? Attempting to list all the types that hang out on 4chan (/b/ anyway. Some of the other boards are actually kinda nice) is pointless, as their is such a huge spectrum of disgusting types. I'll just leave you with this quote to sum up the general behavior:
