No, the picture is creepy on it's own. It just gets creepier if you read the story.

I read the story. Maybe it's just me, but I found the story more laughable than creepy.

what was the overall gist?

That seeing the "actual" version of that dog picture will cause the dog to visit you in your dreams and compel you to spread the "actual" version around further. And slowly drive you insane at the same time.
