I just have a huge urge to make a website that people will actually visit.
i am not really talking about a forum.
After I mastered HTML, CSS and PHP I know how to make websites, but I don't have any ideas;
If you have any;
I am happy to share the profits gained from the website,or if you could just give me an idea of what to do an website about.

Find your favourite site, (e.g digg, sidereel, reddit, PPC adnetworks) and then clone it.

Lol, I fell for that a couple of years ago. It looked so real!
Anyways, no I am not encouraging phishing; just forcing people to have scripts automatically tested on their accounts.
