you get smart through latest includes, you use it when someone has incorporated it into their script

You get smart by reading books, studying, paying attention in school, etc. ;)
But really, SMART comes with a properly downloaded SRL. Some scripts may not have it incorporated, however. If that happens, look at some tuts to see how you can insert it into the script.
