It's just an image with hotspots that link to a URL.
I've seen it before, can't remember who has it.
Sig is too dark, to basic, basic text effects (blur etc).

No not really, make one image with 4 different section and slice it in photshop.

If you did slice that would not be a problem. With slicing you create 1 image, slice in into 4 section and when you save it, it will save in 4 separate images

Yeah, not much of a problem, and theres been alot of clickable sigs in the SRL-Forums before…
EDIT:
EDIT2: Yeah I know the circle is not in the middle :/
