This may fall into the category of what yohojo posted but I felt it deserves its own topic.
Though I just became a member I feel that I have as much say as any other in this matter.
The strictness on applicants just isn't enough I feel, I see people applying over and over with no real knowledge of basic coding practices.
The Solution: 2 applications per quarter
It wouldn't be that hard of a mod to add another field the the mysql table, each time you apply have it increase the number of this field. then you add the php date function see if date is past certain day and if true then set the applicationtimes to 1(if they applied.)
You would then add in some code to check if it was 2 and if true then redirect to a page preventing them from applying. Same thing would happen with people that falsified their application, you would check if they had a specific rank and if true then do the redirect thing.

Does anyone else have any ideas to help stop abundant applications from one person.
